just allowing admin to post new topics

for one of my forums, I would like it so that only me, the admin, can post new threads.

but then I would like people to be able to make new posts within these threads..

is there a way to do this?

Post as a Guest, leaving the Password field blank. You could also enter a Guest name, if it's not taken by a member yet. Sign-in and post at once, or just sign-in, bypassing the message's text.
