Forum permissions — members could reply, but not make new topics

Is there a way to prevent members posting in a forum? I want a forum where as the admin I can post news and updates but regular members may reply to posts but not make new topics.

Is this possible?

It's quite possible. In bb_specials.php, you have to set the array of forum IDs, setting named $poForums.

Check the Manual for more.
