I have searched for an answer to this and haven't found the answer. How to I allow my mods to lock and move threads. My new mods tell me they don't see the links at the bottom of the page. How do I turn on the links.

"Move topic" & "Lock topic" links should appear for Moderators at the end side of each topic. For moving certain messages, you need to install the "Moving Replies" add-on from the Downloads.

I'm 100% sure the links work. I'm seeing them on our forums when I'm a moderator.
Make sure you have assigned all moderators properly. Assign the moderator right to your own regular account and test it before providing us a report ;)
